The United Nations would, one might think, serve as a force for the protection of free speech globally. The Universal Declaration of Human Rights (UDHR), for example, declares that “Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.” At the UN today, however, practical support for such a strong and unqualified defense of free expression is disturbingly low.
