retired medical scientist, originally from Italy, had held a sign reading \u201chere to talk, if you want to\u201d near the facility. While she held the sign, several individuals approached Livia to discuss a variety of issues they were facing in their lives.<\/p><p>Livia was prosecuted for breaching a <a href=\"https:\/\/www.bcpcouncil.gov.uk\/Assets\/Crime-safety-and-emergencies\/PSPOs\/Ophir-Road-and-surrounding-area-Public-Spaces-Protection-Order-PSPO.pdf\">Public Spaces Protection Order (PSPO)<\/a>, which installed a \u201cbuffer zone\u201d around the abortion facility, prohibiting \u201charassment,\u201d \u201cintimidation,\u201d and \u201cengaging in an act of approval or disapproval, with respect to issues related to abortion services\u201d. <span class=\"TextRun SCXW125915643 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW125915643 BCX0\">Despite finding as a fact that \u201cthe sign made no reference to pregnancy, abortion, or religious matters\u201d and hearing evidence from one council officer that \u201che did not witness her intimidating or harassing any individual\u201d, the judge ruled that council officers had a reasonable belief that she was in violation of the PSPO.<\/span><\/span><\/p><p>ADF UK continues to support her legal defence.\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-37088b6 elementor-blockquote--skin-clean elementor-widget elementor-widget-blockquote\" data-id=\"37088b6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"blockquote.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<blockquote class=\"elementor-blockquote\">\n\t\t\t<p class=\"elementor-blockquote__content\">\n\t\t\t\t<span style=\"color: #AF272F\">\u201cThere\u2019s nothing wrong with offering to speak to people in need. She saw trends at the time of people offering \u201cfree hugs\u201d and other types of engagement on the street, and the idea for her sign was born.\u00a0<\/p><p>Livia has had countless positive interactions with various groups of people who have stopped to talk with her about issues that are important to them\u2014including students who spoke to her about their studies and parents who spoke about their children.<\/p><p>It is Livia\u2019s belief that every life matters. She is happy to take the time to talk to anyone in a difficult situation, including those facing an abortion. She firmly believes too that one must never intimidate, harass, or condemn. But everyone is free to offer a listening ear and be present for those in need.\u00a0<\/p><p>As a result, however, she was criminally prosecuted for breaching the \u201cbuffer zone\u201d around an abortion facility in Bournemouth. The zone prohibits any act of approval or disapproval regarding abortion. All she did was exercise her right to offer a conversation, which anyone was free to accept or reject. Consensual conversation can never be a crime in the UK.\u00a0\u00a0<\/p><p><strong>Officers admit they did not \u201cpersonally witness\u201d any \u201charassment\u201d <\/strong><\/p><p>Taking the witness stand at her trial, Officer Rukan Taki, who is employed by Bournemouth, Christchurch &amp; Poole Council and attended the incident leading to Livia\u2019s fine, conceded that despite his belief that Livia\u2019s behaviour constituted a breach of the zone, he did not actually \u201cpersonally witness\u201d her engage in harassment or intimidation.\u00a0He also confirmed that being \u201copen to speaking to someone\u201d did not amount to harassment or intimidation.\u00a0<\/p><p>The officers and further witnesses from the Council further stated that they had no recollection of any reports being made from members of the public that they had been victims of harassment due to Livia\u2019s presence.<\/p><p><strong>US State Department &#8220;concerned about freedom of expression in the UK&#8221;<\/strong><\/p><p>On March 30, 2025 the United States Department of State Bureau of Democracy, Human Rights, &amp; Labor (DRL) issued a statement on the case: \u201cWe are concerned about freedom of expression in the United Kingdom\u2026 We are monitoring [Tossici-Bolt\u2019s] case.\u201d<\/p><p><strong>Guilty verdict<\/strong><\/p><p>Livia<span data-contrast=\"auto\">&#8216;s guilt<\/span><span data-contrast=\"auto\">y verdict was handed down on April 4<\/span><span data-contrast=\"auto\">th<\/span><span data-contrast=\"auto\"> 2025 at Poole Magistrates\u2019 Court. <\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;335551550&quot;:0,&quot;335551620&quot;:0,&quot;335559738&quot;:240,&quot;335559739&quot;:240}\">\u00a0<\/span><\/p><p><span data-contrast=\"none\">The District Judge who gave <\/span><span data-contrast=\"none\">that <\/span><span data-contrast=\"none\">verdict is the same judge who <\/span><span data-contrast=\"none\">in October 2024 <\/span><span data-contrast=\"none\">October\u202ffound <\/span><a href=\"https:\/\/adfinternational.org\/en-gb\/news\/guilty-army-vet-convicted-for-praying-silently-near-abortion-facility\"><span data-contrast=\"none\">Adam Smith-Connor<\/span><\/a><span data-contrast=\"none\"> guilty\u202f<\/span><span data-contrast=\"none\">for<\/span><span data-contrast=\"none\"> silently praying in a \u201cbuffer zone\u201d, in a case which US Vice President JD Vance directly highlighted in his Munich Security Conference speech<\/span><span data-contrast=\"none\">.\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c117361 elementor-widget elementor-widget-heading\" data-id=\"c117361\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">\"Buffer zones\" have a censorious effect on free speech<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4908aa4 elementor-widget elementor-widget-text-editor\" data-id=\"4908aa4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>PSPO \u201cbuffer zones\u201d have been widely criticised by free speech campaigners, as well as politicians, for their censorious effects on free speech, thought, and religious liberty. Defenders of \u201c<a href=\"https:\/\/www.dailymail.co.uk\/news\/article-14367897\/Retired-medical-scientist-63-stood-near-abortion-clinic-holding-talk-want-sign-appear-court-refusing-pay-fine-breaching-buffer-zone.html\" target=\"_blank\" rel=\"noopener\">buffer zones<\/a>\u201d often say they are intended to prevent harassment\u2014but harassment is already a crime, making the existence of \u201cbuffer zones\u201d unnecessary and malign.\u00a0\u00a0<\/p><p>Five local councils introduced a \u201cbuffer zone\u201d around their local abortion facility under the \u201cPSPO\u201d mechanism.
