The new law imposes criminal penalties on broad categories of expression without clear definition of the subject matter, leading to potential prosecution and penalties for peaceful expression.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">&nbsp;<\/span><\/p>\n<p><span data-contrast=\"auto\">The law states that any person who communicates with the intention to \u201cbe harmful or to incite harm\u201d and to \u201cpromote or propagate hatred\u201d is guilty of \u201chate speech\u201d. Both \u201charm\u201d and \u201chatred\u201d are defined with vague and subjective criteria. Our country has a complex and hard-won history of human rights protections, having endured vast and all-encompassing censorship efforts in our recent past under apartheid. Thousands of individuals and organizations had addressed their criticism of the draft law to the body. In Finland, <\/span><a href=\"https:\/\/adfinternational.org\/campaign\/free-speech-on-trial\"><span data-contrast=\"none\">P\u00e4ivi R\u00e4s\u00e4nen<\/span><\/a><span data-contrast=\"auto\">, parliamentarian and former Minister of the Interior stood trial twice for peaceful expression, including the tweeting of bible verses. She was charged with \u201chate speech\u201d and only acquitted after more than four years of legal ordeal.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">&nbsp;<\/span><\/p>\n<p><span data-contrast=\"auto\">In Mexico, current congressman <\/span><a href=\"https:\/\/adfinternational.org\/cases\/gabriel-quadri-mexico\"><span data-contrast=\"none\">Gabriel Quadri<\/span><\/a><span data-contrast=\"auto\"> and civil society leader <\/span><a href=\"https:\/\/adfinternational.org\/cases\/rodrigo-ivan-cortes\"><span data-contrast=\"none\">Rodrigo Iv\u00e1n Cort\u00e9s<\/span><\/a><span data-contrast=\"auto\"> were charged and convicted for peaceful expression on social media. As evidenced by the case of <\/span><a href=\"https:\/\/adfinternational.org\/cases\/yahaya-sharif-aminu\"><span data-contrast=\"none\">Yahaya Sharif Aminu<\/span><\/a><span data-contrast=\"auto\"> in Nigeria, extreme speech restrictions laws can result in penalty of death. ADF International conducts international legal advocacy in these cases to champion the right of every person to peacefully express their convictions. Meanwhile, new proposed legislation in Ireland would not&nbsp;only criminalize speech, but also the possession of material \u201clikely to incite hatred\u201d. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">&nbsp;<\/span><\/p>\n<p><span data-contrast=\"auto\">The bill still has to be signed into law by the president.
