Specifically, Quadri commented that it was unfair for men who identify as women to take spaces in Mexico\u2019s Congress reserved for women.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">The highest electoral court in Mexico ruled that Quadri\u2019s posts were discriminatory and ordered him to delete his posts, issue a compelled public apology, and be registered as a gender-based political violator\u2014censorship measures that infringed on his civil and political rights as a Mexican citizen and breach his human right to free speech.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">Quadri appealed to the Inter-American Commission on Human Rights with the legal support of ADF International, demanding that the Mexican state be held accountable for violating his freedom of expression. Failing to do so, the Commission has announced that Quadri\u2019s case will be moving forward without Mexico\u2019s response.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p><p><i><span data-contrast=\"auto\">\u201cMexico\u2019s failure to respond to Gabriel Quadri\u2019s case before the Inter-American Commission on Human Rights evinces a clear disregard for the basic human right to free speech. In the House of Representatives of the 65th Legislature there is no parity between men and women. There are 252 men and 248 women, thanks to trans ideology and\/or gender ideology. Men enter through the back door to (once again) displace women\u2026\u201d<\/span><\/i><span data-contrast=\"auto\">\u202f\u202f<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">Salma Lu\u00e9vano, a MORENA then-member of Congress who identifies as a transgender woman, filed a complaint regarding the posts before the National Electoral Institute resulting in Quadri\u2019s conviction. Lu\u00e9vano gained notoriety for fomenting unrest within Mexico\u2019s Congress, including an\u202f<\/span><a href=\"https:\/\/www.youtube.com\/watch?v=HgwHLlUfHsc\"><span data-contrast=\"none\">incident<\/span><\/a><span data-contrast=\"auto\">\u202fwhere the president of the chamber was physically wrestled from his chair amidst calls to expel Quadri from the chamber.\u202f\u202f<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">The Court ordered the following punitive measures following Quadri\u2019s conviction: requirements to (i) delete the tweets, (ii) issue a public apology drafted by the Court and post a summary of the ruling on Twitter\/X for 15 days, at two set times per day, (iii) complete two courses on gender-based violence and transgender violence, and (iv) be listed as a \u201cgender-based political violator\u201d on a national registry for two years and nine months.\u202f\u202f<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">With the exhaustion of domestic remedies, ADF International\u202f<\/span><a href=\"https:\/\/adfinternational.org\/news\/petition-congressman-gabriel-quadri\/\"><span data-contrast=\"none\">petitioned<\/span><\/a><span data-contrast=\"auto\">\u202fthe Inter-American Commission for justice for Quadri in December 2022. In January 2024, more than a year from the\u202f<\/span><a href=\"https:\/\/adfinternational.org\/news\/petition-congressman-gabriel-quadri\"><span data-contrast=\"none\">filing<\/span><\/a><span data-contrast=\"auto\">, the Commission\u202f<\/span><a href=\"https:\/\/twitter.com\/g_quadri\/status\/1749559002650816859?t=U_n3VmVQg75r4Maq0E2wWw&amp;s=08\"><span data-contrast=\"none\">called<\/span><\/a><span data-contrast=\"auto\">\u202fon the government of Mexico to\u202f<\/span><a href=\"https:\/\/adfinternational.org\/news\/quadri-iachr-petition\"><span data-contrast=\"none\">respond<\/span><\/a><span data-contrast=\"auto\">.\u202fNow in 2025, after a failure by the Mexican government to respond, the case is moving forward within the Commission.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p><p><span data-contrast=\"auto\">Former Mexican Congressman\u202f<\/span><a href=\"https:\/\/adfinternational.org\/cases\/rodrigo-ivan-cortes\"><span data-contrast=\"none\">Rodrigo Iv\u00e1n Cort\u00e9s<\/span><\/a><span data-contrast=\"auto\">\u202falso was convicted for \u201cgender based political violence\u201d for social media posts. His case is\u202f<\/span><a href=\"https:\/\/adfinternational.org\/news\/rodrigo-ivan-cortes-iachr\"><span data-contrast=\"none\">pending<\/span><\/a><span data-contrast=\"auto\">\u202fbefore the
