A swift reappointment is\u00a0crucial in showing\u00a0real commitment to\u00a0improving the precarious situations\u00a0religious minorities are facing worldwide,\u201d said Adina\u00a0Portaru, Senior Counsel for ADF International in Brussels.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p><p><span data-contrast=\"none\">The European Commission had appointed Stylianides this May after the position had been left vacant for two years.\u00a0Human rights experts\u00a0had\u00a0raised concern over the poor resourcing and staffing provided to carry out the mandate.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p><p><span data-contrast=\"none\">\u201cWe lament that this position\u00a0was\u00a0vacant for almost two years\u00a0before Stylianides was appointed.\u00a0This August, the EU\u2019s High Representative for Foreign Affairs stated that\u00a0<\/span><a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2021\/08\/21\/international-day-commemorating-the-victims-of-acts-of-violence-based-on-religion-or-belief-declaration-by-the-high-representative-on-behalf-of-the-eu\/\"><span data-contrast=\"none\">\u2018The EU\u202fworks relentlessly to address violations and abuses of freedom of religion or belief\u2019<\/span><\/a><span data-contrast=\"none\">.\u00a0We\u00a0hope the EU will live up to this promise and\u00a0urge\u202fthe European Commission to strengthen\u202fthe\u202fposition\u202fof the Special Envoy\u202fand build on the\u202fimportant work already achieved.\u00a0The victims on the ground are in dire need of a decisive response from the EU. With its Special Envoy, the EU can lead in the international response. That leadership is needed now more than ever,\u201d\u00a0Portaru\u00a0continued.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p><p><span data-contrast=\"none\"><b>Role of the Special Envoy<\/b><\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p><p><span data-contrast=\"none\">The Special Envoy for the promotion of freedom of religion or belief outside the EU was introduced in 2016 to\u202fprotect\u202ffreedom of religion or belief on behalf of the EU worldwide.\u00a0<\/span><span data-contrast=\"none\">The European Parliament called for the \u2018EU to establish a permanent Special Representative for Freedom of Religion or Belief\u2019 in its Resolution of 4 February 2016 on the systematic mass murder of religious minorities by the so-called \u2018ISIS\/Daesh\u2019.\u00a0<\/span><span data-contrast=\"none\">Part of the mandate included visits to countries with some of the most violent religious persecution in the world to help address the situation and develop response plans. The Special Envoy played a decisive role in helping\u202f<\/span><a href=\"https:\/\/newsbook.com.mt\/en\/asia-bibi-thanks-for-her-freedom-regret-for-those-still-behind-bars\/\"><span data-contrast=\"none\">Asia Bibi safely leave<\/span><\/a><span data-contrast=\"none\">\u202fPakistan after she was acquitted of blasphemy charges.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p><p><span data-contrast=\"none\">There has been robust support for the continuation of the mandate, voiced by the\u202f<\/span><a href=\"http:\/\/europeanpost.co\/ep-intergroup-on-religious-freedom-we-urge-von-der-leyen-to-renew-the-mandate-of-the-eu-special-envoy-as-soon-as-possible\/\"><span data-contrast=\"none\">European Parliament Intergroup on Freedom of Religion or Belief and Religious Tolerance<\/span><\/a><span data-contrast=\"none\">,\u202f<\/span><a href=\"https:\/\/bit.ly\/3fcx4Qs\"><span data-contrast=\"none\">national special envoys,<\/span><\/a><span data-contrast=\"none\">\u202f<\/span><a href=\"http:\/\/europeanpost.co\/the-importance-of-religious-freedom-for-europe\/\"><span data-contrast=\"none\">scholars<\/span><\/a><span data-contrast=\"none\">, and\u202f<\/span><a href=\"https:\/\/www.worldwatchmonitor.org\/coe\/eu-told-to-strengthen-mandate-of-religious-freedom-envoy\/\"><span data-contrast=\"none\">civil society<\/span><\/a><span data-contrast=\"none\">.\u202f<\/span><span data-contrast=\"none\">A Report on EU Guidelines and the mandate of the EU Special Envoy, adopted by the European Parliament on\u00a0<\/span><span data-contrast=\"none\">16 January 2019 with overwhelming support (576 votes for), stressed the need for the Council and the Commission \u2018to adequately support the institutional mandate, capacity and duties, by exploring the possibility of a multi-year term subjected to annual review\u2019.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p><p><span data-contrast=\"none\">\u00ab\u00a0The Special Envoy has played a crucial role in bringing the horrors of religious persecution to light at the European level. The role has created awareness around some of the worst and most persistent violations of fundamental rights around the world and helped focus EU efforts to counter them. Since 2020, he served as special advisor on education in emergencies, migration, and inclusion to the current Vice-President of the European Commission, Margaritis Schinas. Stylianides is set to leave his role as Special Envoy after accepting an <\/span><a href=\"https:\/\/www.euronews.com\/2021\/09\/06\/greece-appoints-former-eu-commissioner-to-lead-new-climate-ministry-after-wildfires\"><span data-contrast=\"none\">appointment as Minister for Climate Crisis and Civil<\/span><\/a><span data-contrast=\"none\">\u00a0Protection<\/span><span data-contrast=\"none\">\u00a0in\u00a0the Greek government.
