Rachana Chhin

LEGAL COUNSEL, UNITED NATIONS

Rachana Chhin serves as Legal Counsel, UN, for ADF International in New York, NY. In that role, he develops and cultivates relationships with diplomats at United Nations Headquarters, engages in written and oral advocacy, drafts interventions and submissions for the UN and related institutions, and provides counsel on issues related to life, family, religious liberty, free speech, and parental rights.

In that role, he develops and cultivates relationships with diplomats at United Nations Headquarters, engages in written and oral advocacy, drafts interventions and submissions for the UN and related institutions, and provides counsel on issues related to life, family, religious liberty, free speech, and parental rights.

Prior to joining ADF International, Chhin served as the Legislative Counsel to the Texas Catholic Conference of Bishops. Chhin helped to statutorily localize the Human Life Protection Act, which was a „trigger law“ that prohibited abortion in Texas after the U.S. Supreme Court ruled in Dobbs v. Whole Women’s Health and was co-counsel on an amicus brief before the U.S. Supreme Court in Ramirez v. Collier, which upheld the religious liberty rights of prisoners. Chhin also previously served as the Murphy Legal Fellow to the Permanent Observer Mission of the Holy See to the United Nations from 2015-2016, where he was a delegate to the UN General Assembly’s Sixth (Legal) Committee.

Chhin is a graduate of the International Studies and Great Texts of the Western Tradition programs at Baylor University, attained his J.D. and M.A. in Catholic Studies from the University of St. Thomas (MN), and his LL.M. in International Human Rights Law from Notre Dame Law School. He is a licensed attorney admitted to the State Bar of Texas.
