Carmen is a Legal Officer at ADF International. At ADF International, she focuses on the protection of freedom of expression and freedom of religion, with particular emphasis on the implementation of censorship laws and regulations, in addition to the global persecution of Christians. She has built a strong professional profile in public and EU law in Brussels, where she has worked for over four years as a Policy Advisor, gaining extensive experience in regulatory and institutional environments.

Prior to joining ADF International, Carmen developed expertise in institutional affairs through her work at the Spanish Consulate in Rio de Janeiro, as well as in the regulatory energy sector in Brussels. These roles allowed her to engage closely with public authorities, international stakeholders, and policy-making processes at both national and European levels. She is a lawyer by training, and she also holds a degree in Political Science from Universidad Carlos III of Madrid. She is fluent in Spanish, English, French, and Portuguese.
